IIRC the leveling is based on damage dealt so the more damage you deal the faster you level. there's not really much you can do in the way of exploits specifically for destruction but if the leveling is based on damage you could try doing a restoration loop and getting some fortify destruction gear so you do tons of damage and thus level quickly.I like to play Skyrim without exploits like the restoration loop.
