It should be predetermined by endgame assuming you raise her level and social link enough to get all the skills from those sources. The only other way to influence her skills AFAIK is taking Rise on Bike Rides (up to 5 times) which will increase All Out Attack damage when she contributes. Though I forget if that is listed as a skill alongside ...3 immunities, 3 auto-Ma, Heat Riser, Debilitate. Don't run Heat Riser on Yoshitsune, that's a waste of a skill slot. (For that matter, don't run Power Charge on Yoshi either, just have a dedicated Power/Mind Charge persona.
