Here is what worked for me even after I started with the story settlement: Bought settlement maps from the cartographer. Flew to the planet I wanted to find settlements on. Saved my game. Restarted No Man's Sky. Used cartographer's map. New settlement popped up on my desired planet. The key for me was restarting the game.
